About us

The Government of Pakistan, Establishment Division approved National Institute of Public Administration (NIPA) Quetta on March 1980 under the Societies Registration Act, as an autonomous body of the Establishment Division with a view to improving the quality of Public Administration in Pakistan through in-service training of Government officers, academic preparation for the public service and research and consultation in government administration.

The Institute started functioning at Quetta in 1987, in a rented building on the Airport Road. During the last twenty years, NIM-Quetta has conducted 38 Advanced Courses and a number of short courses. A total number of participants so far is 1925.

NATIONAL SCHOOL OF PUBLIC POLICY (NSPP)

In pursuance of the Government’s new vision for the development of civil service, the National School of Public Policy (NSPP) was established on March 15, 2005. The School is administered by an Executive Committee under the Board of Governors headed by the President of Pakistan as Chairman. The four National Institutes of Management (NIM) (old NIPAs) and the Civil Services Academy, Lahore, have been declared as constituent units of the NSPP. The School aims with a view to impart high-quality training and, capacity building of public servants to assist the needs of policy development and governance.

In 2007 the Institute embraced new title as “National Institute of Management (NIM), Quetta.” by NSPP. The Government’s new vision for training is to develop a modern public sector organization providing multi-purpose service to the satisfaction of the people. The focus of public sector training thus shifted from command and control administration to regulation, policy formulation & implementation. It was in this context that the National School of Public Policy (NSPP) was established through an Ordinance promulgated in 2005 under which the Government training institutions were merged under the auspices of the School to allow standardization and up-gradation of the public service training system. NIPA was renamed as National Institute of Management (NIM) in 2006. A variety of our research output is not only highly revered but extensively utilized as a key reference. Our institution attempts to respond more aggressively to the rapidly changing administrative environment in the 21st century.

VISION

The NSPP is to be a recognized center of excellence for the study of public, management, and related research and analysis, so as to improve the quality of decision-making and its effective implementation in the governance of Pakistan.

MISSION

The mission of the NSPP is to improve the quality and effectiveness of public policies and management in Pakistan, by improving the quality of pre-service and in-service training and education of all those engaged in public service. The institute also aims at progressive personality development so as to foster an attitudinal change that motivates the trainees to work for public value and win public trust.

AIM

To impart high-quality training and capacity building of the public servants of Pakistan with a view to train them for policy development & governance.

SCOPE

The Institute is designed to undertake training courses for in-service government officers for their capacity building and skill development.  These training courses are mandatory for all cadre (BS-18) officers who are due for the promotion.  These training courses are specially designed for the mid-level bureaucracy to add leadership prowess to the officers.
